- Read and write multi-digit whole numbers (up to the millions) in three forms: standard form (base-ten numeral), word form (number names), and expanded form
- Convert fluently among the three forms -- given any one representation, produce the other two
- Use periods (ones, thousands, millions) and commas to read and write large numbers correctly, reading each period group as a unit
- Compare two multi-digit whole numbers by examining digits place by place from the leftmost place, and record the result using >, =, or < symbols
- Explain why a digit's position determines its value and use that reasoning to justify comparisons
